This issue has still NOT been resolved through several updated to the Capture App (iOS). GoPro exchanged my camera for a new one, as I also complained that the wireless connectivity was having issues… but the ProTune problem described in this video is still present with the new camera.
WORKAROUND : I can confirm the that by using the GoPro Smart Remote you can indeed access all ProTune settings and make desired changes to your settings.

Description of the current bug recognized by GoPro with the Hero 4 Session and Protunes Settings. Bug first appeared early February and still not resolved after a couple of Capture App updates (as of today March 9).
